Professional qualifications
Granting professional titles
Professional titles in the scope of land surveying and cartography are granted by the Surveyor General of Poland upon request of the person applying to obtain professional qualifications, hereinafter referred to as “the interested person”.
Application for professional titles
The interested person submits an application for obtaining a professional title to the Head Office of Land Surveying and Cartography (ul. Wspólna 2, 00-926 Warsaw), via mail or in person. The application for the professional qualifications may only pertain to one of the scopes mentioned in Art. 43 of the Act of 17 May 1989 - Land Surveying and Cartography Law (Official Journal of 2015 r. item 520). If the interested person submits the application within one scope, it does not mean that they cannot submit another application for a professional title in another scope, however it will be considered during the next qualification procedure.
Draft of the application for the professional titles
Attachments to the application:
Documents confirming that the requirements mentioned in the Art. 44 or 44a of the Act - Land Surveying and Cartography Law, are fulfilled;
Payment for the qualification proceedings;
Professional Practice Logbook;
Two 36 x 45 mm photographs, presenting the current appearance of the interested person;
confirmation of stamp duty related to issuance of a certificate proving the professional title.
An interested person, who holds the title of Professor or the 1st or 2nd degree of professional specialisation in the field of land surveying and cartography submits the application with proper documentation proving their academic titles of adequate professional specialisation degree, as well as the experience in applicable scientific discipline, compliant with the scope of professional title, which is being applied for.For preservation of application uniformity , it is recommended to submit the professional title application together with the attached documents in a file with a shelf-back enabling its attachment into a A4 folder.
Payment for the qualification proceedings
Payment for the qualification proceedings covering the initial part and the verification part is 940 PLN.
Payment for the qualification proceedings covering only the initial part, according to the Art. 45A(2) point 1 of the Act - Land Surveying and Cartography Law, is 185 PLN.
Payment for the qualification proceedings should be transferred to the bank account of the Land Surveying and Cartography Centre Management Fund, kept in the
Bank Gospodarstwa Krajowego. Bank account number: 26 1130 1017 0020 0794 6220 0001.Payment confirmation should include in the payment title: “Payment for qualification proceedings”, with the scope of qualifications being applied for, as well as the first and last name of the interested person.
Professional Practice Logbook
Interested persons who started their professional practice before enforcement of the regulation of the Minister of Administration and Digitalisation of 31 January 2014 on professional qualifications in the scope of land surveying and cartography (Official Journal Item 176), in relation to land surveying or cartography works commenced before enforcement of the regulation mentioned above, must document the course of their professional practice in compliance with previous legal provisions, which means that professional practice of those persons with be documented via:
a list of works carried out within the scope of professional practice,
description of works, recognised by the interested parties as the most important from those performed within the professional practice.
The course of professional practice in relation to land surveying or cartography works started after the enforcement of the regulation mentioned above, is documented in the Professional Practice Logbook, which is issued, upon the interested person’s request, by the locally competent voivodeship inspector of land surveying and cartography supervision. Local competence of the Voivodeship Inspectorate for Land Surveying and Cartography corresponds to the place of residence of the interested person.
Application for issuance of a Professional Practice Logbook
Commencement of land surveying or cartographical works presented within the scope of professional practice cannot take place earlier than on the date of issuance of the Professional Practice Logbook.
Records in the Professional Practice Logbook should be entered in a systematic manner, after each subsequent land surveying or cartography task.
The Professional Practice Logbook is a register of records pertaining to land surveying or cartography works, performed only within the scope of one of the professional titles mentioned in Art. 43 of the Act - Land Surveying and Cartography Law, which means that persons who simultaneously plan to realise their practice at performance of land surveying and cartographic works, occurring e.g. in the scope of two titles, should turn to the competent voivodeship inspector of land surveying and cartography supervision
with two applications for issuance of the Professional Practice Logbook, separately for each title mentioned in the application.
Payment for issuance of a Professional Practice Logbook is 45 PLN, and interested persons must submit confirmation of the issuance, together with the application for issuance of the Professional Practice Logbook, to the competent voivodeship inspector of land surveying and cartography supervision.
Payment for issuance of the Logbook should be transferred to the bank account of the Land Surveying and Cartography Centre Management Fund, kept in the Bank Gospodarstwa Krajowego. Bank account number: 26 1130 1017 0020 0794 6220 0001.
Issuance of the Professional Practice Logbook should take place on the date of submitting the application for issuance of the same, but it should be noted that the interested person must present proper documents mentioned in the Art. 44B(8) of the Act - Land Surveying and Cartography Law while submitting the application for issuance of the Logbook, on the basis of which the entry to the register will be made.Payment confirmation should include the payment title: “Payment for issuance of a Professional Practice Logbook” together with the scope of qualifications forming the subject of practice, as well as the first and last name of the interested person.
Stamp duty
Stamp duty for issuance of a certificate confirming the entitlement to carry out independent operations in the field of land surveying and cartography, upon the date of entry into the register of persons with professional qualifications, in the amount of 17 PLN, must be transferred to the bank account of the Śródmieście district of the capital city of Warsaw, ul. Nowogrodzka 43, 00-691 Warsaw, kept by the Bank Handlowy w Warszawie S.A. Bank account number: 60 1030 1508 0000 0005 5001 0038 with the annotation: “Stamp duty for issuance of the certificate/duplicate of professional qualifications in the field of land surveying and cartography”.
The Surveyor General of Poland verifies the application for issuance of the professional qualifications in formal and legal terms, and in case of necessity, calls the interested person to for further information about the application within 7 days from the notice.Applications not completed within the deadline will not be considered, while applications meeting formal and legal requirements are handed to the qualification commission for professional qualifications in the field of land surveying and cartography.
